A comparison of the EU and US regulatory requirements for Cosmetics & Toiletries

The Regulatory frameworks in the US and the EU both approach the safety of cosmetic products by assigning the responsibility to the cosmetics manufacturers with no pre-market approval for the products. Significant differences, however, exist in various areas of regulation with dramatic consequences for global suppliers towards formulation, labelling and testing of products. Differences include the number and kind of regulated ingredients, differently categorized and thus differently regulated product types and varying test approaches for sunscreen evaluation or general safety assessment, etc. The present article provides a short overview of similarities and differences in the regulatory frameworks for cosmetics of the two regions.Cosmetics & toiletries are provided in large quantities by globally active companies selling their brands worldwide. The two largest markets for C&T are those of the United States of America and of the European Union.In both markets the cosmetic products are subject to regulatory controls, however, the regulatory frameworks differ significantly...

Very basic artice - good to read but all of the above is known, no specific details are provided. Sounds like a brief info for marketing people but not for formulators.
